About the Project


 

As part of the measures to support the dissemination and implementation of the European ECVET system, promoted by ISFOL – National Agency LLP-LEONARDO DA VINCI, the applicants have identified and selected two best practices that have been developed through:

  • The project "NETWORK - ECVET system for No borders in tourism 'hospitality European Training and WORK", sponsored by the CST - ITALIAN CENTER OF HIGHER STUDIES ON TOURISM AND TOURISM PROMOTION – from Assisi and supported technically by a network of dissemination and experimentation represented by CONFAO, national Consortium for the formation Update and Guidance;
  • The project "TRANS.WORKS - Transnational mobility WORK", promoted by CONFAO, is in close correlation with the previous project, which helped to develop best practices in the direction of training activities and mobility for professionals in VET systems .;

The goal of this project is to use the methodology and tools developed specifically in the last NETWORK project and to adapt and transfer that methodology to a different sectorial context of experience. We aim to show and share at European level, the peculiarities of a professional profile working in the field of green economy, the Technician for design and development of energy-saving systems and the national standard IFTS related to it, within the vocational training system of the Tuscany Region.

The project therefore intends:

  • To compare the qualifications of the existing sector in the partner countries, focusing attention on the profile selected;
  • Identify training courses and parts of qualifications "ECVET-friendly" which are able to communicate to each other;
  • Identify common processes and protocols of understanding to facilitate the mutual recognition
  • Propose to the competent authorities, (key players in VET systems and related systems of transparency and certification of qualifications), and in particular to Tuscany Region with whom we shared the planning ECOVET, any changes and / or implementations to be implemented on the basis of European experience.

This process should lead the know-how and qualifications transparency, especially to employability, in European labour market.
Therefore The project ECoVET intends to develop adaptation and transfer a methodological framework of a shared process on the development of professional qualifications - already recognized by ISFOL and Europe - in order to test it in different geographical contexts and sectors.

In particular, the profile that the project NET.WORK selected as best practice for training is defined in Italy as “Assistant in the direction of tourist accommodations”. The transfer that ECOVET proposes is in relation to the green economy sector, in particular regarding the role of a Technician for design and development of energy-saving systems and the national standard IFTS which is part of the training system of Tuscany Region. This professional profile has been transferred into the green economy sector, in reference to the profile expected by the training system of the Tuscany region of Technical(technician) for design and development of energy-saving systems and the national standard IFTS related to it.

The first transfer is GEOGRAPHICAL. Specifically, we intend to transfer the Best Practise:

  • In Italy, in the province of Siena, in the Tuscany Region (involved in ECoVET DG competitiveness of the regional system and development of Skills - Orientation and Training sector), and on the whole national territory through the network of schools associated within the consortium CONFAO .
  • At transnational level in the partner countries.

In addition, in order to ensure a high level of effectiveness and efficiency of the project and a significant sustainability of the final output, the partnership is engaged in a process of adaptation and transfer in the following issues:

  • SECTOR: extend the initial trial in the tourism sector to the green economy
  • CONTENT/ METHODOLOGY: expanding and reviewing tools and methodologies, identified by the original best practise, in order to make materials more relevant to the specific needs of the different stakeholders in the preselected contexts
  • LANGUAGE: design and production of outputs and results in the different languages of the partnership;
  • TECHNOLOGY: providing a website with virtual, collaborative spaces to allow coordination and guided communication to improve the exchange of experiences among users.

The network will work together using the same methodology, starting from strategic planning in the network, under the coordination of the Chamber of Commerce of Siena. Different stages of  the methodology NETWORK have been transferred at sectorial and geographical level. The steps expected are 8:

  1. Project management,
  2. Team building and external communications strategy,
  3. Context Research
  4. Comparative Analysis of Best Practices and definition of first adaptation hypothesis
  5. Adaptation of Best Practice
  6. Experimentation and transfer innovation
  7. Monitoring and evaluation
  8. Dissemination

three of which are transverse to the project developed at  local level, according to a process of continuous interaction.

The project phases are planned in Work Package Description, in which every 'Package' responds to a macro-objective of the project and includes operational objectives identified and deconstructed. In order to reach them, timing, cost have been estimated and identified and described  actions "for ".

At the beginning of each phase, are defined responsibilities, guidelines, outcomes and roles for each partner. This will allow to adjust the methodology on what emerges during the project activities, given the highly participatory nature of the methodology.

In summary, ECoVET works for the development and testing of the European Credit Transfer System for Education and Vocational Training (ECVET) in order to strengthen mutual learning, cooperation, confidence, mobility and exchange of experience and know-how, in a particular sector, the "green economy".
The results of the transfer will consist of methods, guidelines and tools aiming at the implementation and use of the principles of ECVET for mobility and lifelong learning.

The core of the project is a CITIZEN OF THE EUROPEAN LABOUR MARKET, WHO CHOOSE PATHS OF FORMAL AND NON-FORMAL LEARNING, RECOGNISED AND SUITABLE, THAT NEED TO BE DIFFUSED IN DIFFERENT COUNTRIES OF THE EUROPEAN UNION.  AS A CONSEQUENCE, ALSO QUALIFICATIONS AND CERTIFICATIONS NEED TO BE RECOGNISED IN THE GREEN ECONOMY SECTOR AROUND EUROPE.

The beneficiaries of the project are:

  • citizens of the European labour market of the countries involved in the project;
  • institutions and stakeholders of VET systems, especially those involved in mobility actions;
  • politicians, teachers and those responsible for qualifications that will implement skills in applying ECVET;
  • companies of the EU that will be able to recognize the skills of workers.
